Illinois Tollway
As a co-prime consultant with Burns and McDonnell, R.M. Chin & Associates, Inc. (CHIN) provided Phase III engineering services andconstruction management for improvements of the Central Tri-State (I-294) from LaGrange Street to 95th Street. As part of the Illinois Tollway’s Move Illinois $4 billion initiative, this project will provide congestion relief, address local necessities, and reconstruct the old infrastructure to meet future transportation demands.
Scope of Work and Scenic Beautification
Additional scope of the project consisted of demolition and construction of retaining walls, noise abatement walls and bridge structures.

Community Enhancements
The overall project intent was to improve safety and traffic flow for up to 150,000 motorists who use it each day, while also enhancing mobility for bicycles, pedestrians and transit. The overall program addressed local noise, aesthetic, and quality-of-life concerns. It also integrated Flex Lanes and SmartRoad technology which provided real-time information to drivers through over-the-road signs installed approximately every half mile. The system allows Tollway Operations to manage travel times, traffic incident information, lane closure and traffic pattern changes, in addition to sharing data with navigation apps such as Waze, Google Maps, and MapQuest.
Our Expertise
CHIN provided full-time Project Manager, Documentation Technicians, and several construction inspectors. Also, CHIN is responsible for the oversight of various construction management duties of sub consultants within the contract. The tentative focus of work included structure removals, drilled shafts, ramp piers, erection of steel girders, bridge decks, non-special waste, and traffic control inspections. Work also includes survey layout, inspecting, reports, test records, and computations for various pay items to ensure meeting Illinois Tollway standards.
