Project Description

R.M. Chin & Associates, Inc. (R.M. Chin) served as Program Manager on the $81 million program for the construction of the Consolidated Rental Car Facility at Midway International Airport.

Responsibilities included the management of program costs, which include design, construction, and reimbursement agreements with the Midway Rental Car Agency Consortium (RAC). Additionally, R.M. Chin personnel were responsible for maintaining the program’s master schedule for the new facility and coordination of vacating the existing leased space in terminal and existing rental car facilities adjacent to terminal.

During design, R.M. Chin provided constructability reviews, project schedule development and program cost estimates. During construction, R.M. Chin responsibilities included weekly coordination with the RAC for interior build outs, general construction management oversight, and daily coordination with general contractor’s construction operations.

R.M. Chin also worked closely with Chicago Department of Aviation (CDA) to ensure that all sustainable practices comply with those outlined in the Sustainable Airport Manual (SAM) during construction and commission to ensure the facility achieves a LEED certification.

The Midway Airport Consolidated Rental Car Facility (CRCF) located on 55th Street immediately north of the airfield is a $81 million project.  This LEED certified project is a 17-month project, which broke ground on August 2012, was completed in April 2013.

The CRCF is separated into two main areas. The first area, referred to as the Garage and the Customer Service Facility (CSF), is a multi-level garage located on the west half of the site. It includes a lobby (Customer Service Facility) where the patrons can rent and return vehicles. The second area is the Quick Turn Around (QTA) Facility where the cars will be fueled, washed, and prepared for rental.

Associated features include, but are not limited to, public washrooms, shuttle bus facilities, which will accommodate rental car patrons as they are transported to and from the airport terminal.
