R.M. Chin & Associates, Inc. (CHIN) provides owner’s representation services for constructing Millikin University’s David J. & Debra C. Rathje Athletic Center. Millikin refers to CHIN as the “Project Advocate” responsible for the project’s successful delivery on time and within budget. CHIN’s team provides project oversight and coordination for the 16,000 sq. ft. new multi-use facility.
Needs and Scope:
This NCAA Division III school requested a top-tier facility that would serve many purposes for its Millikin Athletic Department. CHIN organized stakeholder meetings with various user groups to identify needs and gather input. Facility features include:
- A 4,500 sq. ft. weight room with ten power rack stations
- A 1,380 sq. ft. meeting room that can be divided into three
- Two locker rooms that can be combined, housing 120 lockers
- A 1,000 sq. ft. training room
- A high-impact recruiting room
- A conference room, lounge area, and captivating reception area, including a Millikin Athletic Wall of Fame
Our Expertise:
As a liaison between Millikin and the project architects and engineers, CHIN facilitates scheduling, procurement, and procedures while maintaining adherence to the project’s goals. This includes oversight of design management, documentation, utility coordination, construction compliance, budget analysis, inspections, and quality assurance.
The CHIN team also attends and assists with a variety of meetings and supports decision-making and issue resolution between internal and external parties to maintain the project schedule and budget.
Project Challenges
Project scheduling and coordination must logistically account for the safety of both crews and campus constituents, as construction primarily takes place while classes and athletic events are ongoing.
The project budget was expanded to ensure Millikin builds a sustainable facility for the future. For Millikin, this project is a once-in-a-lifetime development that will impact students and athletes for decades.
