Project Description

R.M. Chin provided Project Management services to provide noise remediation for residents living in the vicinity of both O’Hare and Midway Airports. Known as the Residential Sound Insulation Program (RSIP), this program provides sound-reducing modifications in the homes of affected residents, such as replacing existing windows and doors with acoustical products.

Responsibilities included:

  • Involvement with the RSIP, from home identification through construction close-out, in accordance with the Illinois Department of Transportation Standards
  • Oversight of all aspects of implementation and management
  • Development of program scope
  • Budget development
  • Schedule management and construction oversight
  • Creation of all handbooks, bid packages, general conditions, and construction management manuals
  • Coordination with the Federal Aviation Administration and the City of Chicago to ensure program goals for sound insulation are met
  • Working closely with both the DOA and the O’Hare and Midway Noise Compatibility Commissions
