R.M. Chin & Associates, Inc. (CHIN) is providing program and construction management services for the San Antonio International Airport (SAAS) Terminal Development Program (TDP). CHIN’s team will provide initiation and process analysis, program delivery framework, program management oversight, and as-needed services as a subcontractor to Freese Nichols on the $2.5 billion investment, which will overhaul and modernize several of SAAS’ terminals.
Scope and Expertise
CHIN’s project and construction management expertise, along with its familiarity with the aviation industry and security systems, is instrumental to the execution of this project. CHIN provides analysis of the airport’s onboarding, start-up, and security procedures, gathering data on its organizational capacity and readiness to develop an effective plan for governance, decision-making, and policies and procedures. In addition, CHIN oversees project delivery framework and provides program management support, stakeholder engagement, organizational readiness and transition program (ORAT) management and execution, and overall construction management as part of the program.
Project Details
As part of the program, an entirely new Terminal C is being constructed which will include 17 loading gates (wide- and narrow-body). In addition, the program includes a new connector bridge for Terminals A-B, between 25 and 30 bays for aircraft remain overnight (RON) parking, realignment of Taxiway H, a new preferred vehicle parking garage, new pick-up and drop-off areas, and fuel pits for aircraft and enabling work.
Project Challenges
Coordination of flight schedules is essential, as constant communication is important to ensure the safety and convenience of all parties. This must also be done without impact on general airport operations as airport traffic exceeds pre-pandemic levels.
