R.M. Chin & Associates, Inc. (CHIN) provided owner’s representative and project management services for constructing a 2,700-foot-long breakwater, developing approximately four acres of new park space, and establishing a state-of-the-art harbor facility just south of the existing 31st Street Beach. Our experienced team was committed to ensuring the success and sustainability of this exciting waterfront development project.

Scope of Work
The scope of work included approximately 1,000 new boat slips; a green roof parking garage and other parking improvements; the reconfiguration of the entrance to improve access; a playground, promenade, open lawn areas, terraced steps; and a harbor facility with a restaurant and community space. Additional amenities include a fuel dock, indoor parking garage with winter boat storage, harbor store and offices, community room, public fishing dock, public parking on Fort Dearborn, remote parking lot, launch ramp, and a huge rubble mound breakwater.
Management Duties
Our management duties included strategic project implementation, assistance in procuring design services for construction documents on coastal features (breakwaters, bulkheads, etc.) and land-side facilities (harbor office, restrooms, etc.), and oversight of construction contracts. CHIN was also responsible for developing and maintaining the following:
» Program and project schedules
» Program budgets (sources, uses, and cash flow analyses)
» The matrix of Harbor Programs, action items, responsibilities, and statistics
» Weekly executive summary reports
