R.M. Chin & Associates, Inc. (CHIN) provided owner’s representation services for constructing Millikin University’s David J. & Debra C. Rathje Athletic Center. Millikin referred to CHIN as the “Project Advocate” responsible for the project’s successful delivery on time and within budget. CHIN’s team provided project oversight and coordination for the 16,000 sq. ft. new multi-use facility.

This NCAA Division III school requested a top-tier facility that would serve many purposes for its Millikin Athletic Department. CHIN organized stakeholder meetings with various user groups to identify needs and gather input.

Our Expertise

As a liaison between Millikin and the project architects and engineers, CHIN facilitated scheduling, procurement, and procedures while maintaining adherence to the project’s goals. This included oversight of design management, documentation, utility coordination, construction compliance, budget analysis, inspections, and quality assurance.
The CHIN team also attended and assisted with a variety of meetings, supporting decision-making and issue resolution between internal and external parties to maintain the project schedule and budget.

Challenges

Project scheduling and coordination must logistically account for the safety of both crews and campus constituents, as construction primarily took place while classes and athletic events were ongoing.
The project budget was expanded to ensure Millikin builds a sustainable facility for the future. For Millikin, this project was a once-in-a-lifetime development that will impact students and athletes for decades.
