DuDOT 1900 Building

R.M. Chin & Associates, Inc. (CHIN) provided owner’s representation and project management services for the DuPage County Division of Transportation (DuDOT) 1900 Building (Yellow Freight) Project. This multi-purpose building serves as a maintenance and storage facility essential for county operations. It houses people, equipment, and materials.

The project consisted of removing the existing Yellow Freight building currently being utilized by DuDOT for staging and storage, which included abatement. The site was completely redeveloped, including rework of site utilities, new pavement/parking, new storm sewer and detention basin, and new landscaping. The new building will be a Pre-Engineered Metal Building (PEMB), that includes vehicle-heated storage, restrooms for DuDOT staff and separate restrooms for the DuPage County Sherrif’s Department, and a staff workroom. The site also includes materials storage bins and racks for storing V-box salt spreaders.

As the owner’s representative, pre-construction services included design oversight, cost estimate review, permit coordination, bid review and coordination, monthly meetings, and monthly reporting. Construction phase services included professional construction engineering services for DuDOT, complete construction management services, daily inspections, and site presence.

Project Challenges

Scheduling challenges included:
» Delayed construction from initial intent
» Commencing site work prior to the tenant vacating
» Waiting for tenant to vacate to commence building demolition
» Higher level of unsuitable soils than anticipated
» Corrections to concrete foundation walls due to improper installation
» Long-lead items (PEMB and Switchgear)
Additional Site Challenges include abatement, staging with DuDOT still using the site, and maintaining electrical service to the adjacent County training facility.
