FPDCC Campground Program
R.M. Chin & Associates, Inc. (CHIN) was selected as Program Manager/Owner’s Representative for the Forest Preserve District of Cook County’s (FPDCC) Campground Program to oversee approximately $28 million in campground capital improvement projects. CHIN administered the complete design and construction of five new campgrounds located throughout Cook County. The campground amenities included cabins, toilet/shower buildings, shelters, RV and tent pads, concession buildings, and all supporting infrastructure and utilities. After opening the new campgrounds for the inaugural 2015 camping season, the FPDCC received reservations from more than 15,000 patrons and campers. CHIN received the 2016 Project Achievement Award from the Construction Management Association of America (CMAA) Chicago Chapter for our role as Program Manager/Owner’s Representative.

Services Provided
CHIN provided organization, coordination, management, and administration services required for all aspects of the capital Campground Program in an expeditious and economical manner. CHIN assisted the FPDCC in procuring a comprehensive professional design services team, reviewing the qualifications of more than 85 firms, providing detailed comments for the creation of a shortlist of prospective firms, developing the scope of work, milestone durations, and deliverable requirements for the professional services RFP; developing schedules to create a road map for which the design milestone deliverables could be achieved; managing the procurement process of over 60 permits, utility, and municipal agreements; preparing and issuing construction bid packages; and construction management of eight different construction contracts
Property and Utility Coordination
The majority of the camps existed on properties before the Forest Preserve acquired the land. Capital improvements include, but are not limited to, renovation and/or construction of public and support buildings (boat houses, multiple bunk houses, toilet/shower buildings, small security/admin buildings); landscape improvements, including the development of tent sites, hiking trails, site furnishings; utilities including water, sewer, electrical (ComEd), natural gas (NICOR), and telephone; site development; and parking
