CCM Reconstruction and Capacity Expansion of the I-39 Corridor
R.M. Chin & Associates, Inc. (CHIN) provides Construction Corridor Management (CCM) Services for the Illinois Department of Transportation’s (IDOT) Rebuild I-39 Project. The I-39 Corridor, an approximately 4-mile stretch of I-39 in Winnebago County extending through southern Rockford and adjacent Cherry Valley, plays a significant role in the economic growth of Rockford and the surrounding region.

Roles and Responsibilities
The CHIN team ensures top-down accountability not only through its deep knowledge of IDOT procedures but also through its optimization of staffing. CHIN provides a Corridor Manager/Local Agency Coordinator, Project Schedule Coordinator, and Communications/Public Outreach Manager for this project. A thoughtful staffing plan covers all facets of this CCM contract, providing seamless coordination with subconsultants and IDOT to ensure specifications are properly adhered to while the budget and schedule are maintained.
Project Details
The projects in this corridor will improve interchange conditions, reduce roadway congestion, improve safety, and provide continuity with adjacent roadways through this reconstruction project. Major typical sections of redesign and reconstruction include:
» 64B13 – Reconstruction of the I-39 / US 20 Interchange Located Southeast of Rockford
» 64C24 – Reconstruction of I-39 / US 20: I-39 from 0.3 Mi N of Mulford Road to 0.1 Mi N of Harrison Avenue
» 64R71 – Reconstruction of I-39: Harrison Avenue to 0.4 Mi N (Including Interchange Ramps) and US 20: I-39 to Mill Road and Harrison Avenue: Mall Drive to I-3
