CCDoTH Bike Plan

R.M. Chin & Associates, Inc. (CHIN) served as the subconsultant to the program manager to conduct public involvement and outreach for the Cook County Department of Transportation and Highway’s first-ever bike plan. This endeavor expanded the existing system of off-street trails and other low-stress routes into a coherent, countywide network. It enhanced facilities to support bike commuting and other purposeful bike trips.

Our Approach

The CHIN team developed a study approach using a mixture of user-centered design, design thinking, and agile principles for this study. The methodology was designed to identify users and understand their perspectives and associated challenges with biking throughout the County to ensure all recommendations and activities meet the needs of each type of user. This approach was necessary to meet the fundamental principles of the plan: creating a lower-stress bike network, ensuring equitable bike investments throughout the County, and promoting more everyday cycling trips.

Community Outreach

The project team conducted six targeted focus groups to discuss racial equity in biking, gender and non-gendered equity in biking, youth in biking, active transportation, environmental sustainability, and public health. These focus groups were critical to developing long-lasting partnerships with the Cook County team and invaluable information to help build a more equitable network of low-stress trails and paths. The project team also conducted a variety of user perspective bike rides, which included members of the project team biking in areas of interest, such as to and from the North Branch Trail, within South Cook County and the proposed El Paseo trail.
