R.M. Chin & Associates, Inc. (CHIN) provided public involvement services for Cook County Department of Transportation and Highways (DoTH) on the CREATE GS23a Project. The project aims to eliminate the at-grade crossing of Cottage Grove Avenue and the four Indiana Harbor Belt (IHB) and CSX Transportation tracks by creating an overpass or underpass for vehicles in Dolton, IL.

Roles & Responsibilities
CHIN was responsible for keeping stakeholders and the public informed and engaged by adopting the following strategies:
» Crafting a Stakeholder Involvement Plan (SIP)
» Organizing stakeholder and public meetings
» Collecting and tracking public feedback across multiple channels
» Developing newsletters and managing digital communication
» Creating social media campaigns and managing website updates
» Ensuring cohesive branding throughout the project
Expected Benefits and Outcomes
This project tackled significant traffic and local concerns at a crossing used by over 5,100 vehicles daily. With $332 million in annual productivity losses from similar delays, this initiative delivers transformative benefits:
» Enhanced traffic flow and reduced congestion
» Safer conditions for drivers, pedestrians, and rail operations
» Increased efficiency for 128 freight trains, enabling faster speeds and fuel savings
