R.M. Chin & Associates, Inc. (CHIN) is a subconsultant to the program manager. In Phase 1 of the contract, the RLE PM subconsultant assisted CTA with coordination of the NEPA process to develop the Final EIS & ROD, branding, property acquisition, and led outreach and public involvement. During Phase 2 of the contract, the RLE PM shall assist CTA with completion of Phase I services and services needed for Entry into Engineering and FFGA.

Stakeholder Engagement

CHIN designed the outreach strategy for RLE to reflect the diversity and geographic breadth of the project area to help shape the future of the Red Line. Accessibility has been a top priority, with virtual platforms enabling broader participation, call-in numbers and in-person opportunities for those without internet access, and multilingual services such as Spanish interpretation and American Sign Language. Through intentional feedback loops, the team has ensured that community voices directly inform the Transit-Supportive Development Plan and potential station design concepts, creating a collaborative process that fosters transparency and trust

Communication & Materials

In support of RLE’s public involvement goals, R.M. Chin has produced a full suite of design and communications materials to keep the public informed and engaged. This work includes developing fact sheets, presentations, talking points, flyers, and social media content tailored to the needs of diverse audiences across the project area. By maintaining a consistent flow of clear and relevant information, R.M. Chin has helped strengthen relationships with the community, support transparency, and build confidence in the project’s planning and delivery.
