R.M. Chin & Associates, Inc. (CHIN) provided phase III construction engineering services for the Illinois Tollway on the Elgin O’Hare Western Access (I-490) project. This project included construction inspection and supervision along Irving Park Road, focusing on the O’Hare International Airport perimeter road and retaining wall construction, security fencing installation, ALSF lighting system, new substructure bridge construction for I-490 over Irving Park, ALSF steel bridge over I-490, and other related infrastructure improvements for the new I-490 corridor.

Project Description

This project involves several key components to improve transportation and safety in the area. Major elements include building two bridges over Irving Park Road for northbound and southbound I-490 and a specialized lighting bridge for O’Hare’s Runway 10R.

Scope of Work

Bridge & Structural Work: Construction of the Runway 10R ALSF Bridge (BN 1664W) and substructures for I-490 Bridges (BN 1656 & BN 1657) over Irving Park Road.
Lighting & ITS Systems: Relocation of the Runway 10R ALSF system to a steel bridge, installation of Intelligent Transportation System (ITS) infrastructure.
Earthwork & Drainage Improvements: Grading, embankment, MSE retaining walls, drainage and utility upgrades, box culvert replacement, and a new detention basin.
Relocations & Modifications: Realignment of the CDA Perimeter Road, AOA security fence, and retaining walls along IL 19.
Traffic & Environmental Measures: Traffic control for multiple MOT stages along Irving Park and the CDA perimeter road, sequenced construction for NAVAIDS coordination with FAA/CDA, storm sewer system, and erosion control with landscaping.
