IDOT I-57 Access Study

R.M. Chin & Associates, Inc. (CHIN) leads the public involvement initiatives for the I-57 Access Study, which is bounded by Wilmington-Peotone Road (south), Manhattan-Monee Road (north), US Route 45 (west), and 1 mile east of IL 50 (east), including the Villages of Peotone and Monee. The study aims to propose improvements that will meet the 2050 travel demand and will review existing conditions and potential areas of improvement along the corridor to develop a proposed improvement for consideration. The preliminary engineering and environmental study will analyze existing and future conditions, define the Purpose and Need, and develop and evaluate improvement alternatives while engaging with the public and soliciting public input. The goal of the study is to ultimately improve access to I-57 and accommodate large trucks and potential access to freight hubs.

CHIN leveraged Context Sensitive Solutions (CSS) principles, focusing on early and continuous stakeholder involvement and tailored outreach methods. CHIN conducted a detailed assessment to identify and engage various stakeholders, focusing on inclusivity and representation of all members of the community.  built a framework that centers local voices and centers CSS for our engagement.

Outreach and Public Involvement

Public involvement includes coordination with local agencies and community groups, public outreach, and public meetings to disseminate project information. The project team develops collateral materials (e.g., exhibit boards, presentations, ads, roll plots) to support public meetings and outreach efforts and to inform stakeholders about the project and its community benefits.

Stakeholder Process

The stakeholder process for this project involves developing a comprehensive Stakeholder Involvement Plan (SIP) that outlines the coordination of public and agency participation during the NEPA scoping process. This includes coordinating stakeholder meetings, developing a media/social media plan, creating a project website, conducting surveys, facilitating public meetings and hearings, organizing interest group meetings, and communicating the project to the community through the development of communication and presentation materials. Additionally, CHIN’s team has led the development and facilitation of a Community Advisory Group (CAG) and its meetings.
